Position: Welfare Manager

The Welfare Manager is responsible for leading and managing the local welfare scheme and services, including Household and Support Funds. This role focuses on service delivery, customer experience, and performance improvement while ensuring compliance with Council policies, procedures, and statutory regulations. The manager will develop the Council’s welfare service provision, analyse data to understand needs, and implement strategies for effective service delivery. They will serve as the Council’s expert on local welfare provision, grant administration, data analysis, and associated matters. Additionally, the Welfare Manager will drive process improvements and performance enhancements through the use of relevant technologies and new methods of working.
Key Responsibilities:
Ensure the Council’s local welfare service is compliant, financially regulated, and exceeds operational performance targets.
Collaborate with departmental leadership to achieve joint goals, particularly in customer services, corporate debt and benefits, and effective collaboration with external suppliers and partners.
Review and continuously improve service delivery, focusing on efficient processes and exceptional customer service.
Maximise residents income, aligning with corporate aims and working within cost restraints.
Provide essential statistical data and government returns related to local welfare and welfare-related government grants.
Offer professional advice on all aspects of local welfare service provision, ensuring adherence to policies and financial regulations.
Manage budgets for relevant service areas, ensuring delivery within budget limits.
Maintain the staff establishment list, overseeing recruitment to ensure cost-effective staffing.
Manage budgets and HR policies and records for the service.
Procure and monitor external contracts and agreements to ensure value for money, quality, and performance.
Embody and promote values of caring, collaborative, community-focused, courageous, and creative.
Demonstrate flexibility, adaptability, and lead change and continuous improvement within the service.
Provide politically sensitive advice to elected members and senior managers, influencing and inspiring confidence in policy choices.
Undertake temporary responsibilities aligned with the overall purpose and grade of the role.
Collaborate closely with the Council’s Corporate Debt Team, customer services, benefits, and senior officers to deliver on Council priorities and commitments, fostering effective partnerships and a joint approach to debt management, database cleanliness, and management information.
Knowledge, Qualifications, Skills, and Experience:
- Thorough knowledge of local welfare service provision, grant administration, administration, and management, with a minimum of three year’s senior-level experience in welfare service provision.
- Excellent analytical and communication skills, capable of engaging with all levels within the Council, including members.
- Experience in financial management within the local welfare environment.
- Ability to manage and control key financial indicators, taking appropriate action to address variances.
- Skill in leading and motivating a large workforce across related services, considering strategic impacts.
- Ability to work within a highly regulated operational environment.
- Initiative and good judgement in delivering a customer-focused, quality service aligned with the Council’s corporate aims and objectives.
- Knowledge and experience using local welfare management systems such as NEC and Information at Work.
- Proficiency in using IT tools, including MS Office systems.
