Technical Program Manager, Growth Marketing Ops | 12-Month Contract | LA Based

About the Role:
As a Technical Program Manager focused on Data & Privacy within Growth Marketing Operations, you’ll use your expertise to coordinate cross-functional teams that enable data and machine learning models, and decrease privacy risks by implementing more effective controls in data and information systems. Your work will ensure that growth messaging always keeps user privacy at the forefront. The Growth Marketing Operations Team plays a key role in enabling on-device communications and automated messaging for a wide range of media products and services. The team focuses on the timely delivery, strategy, and execution of in-app messaging sent to millions of users across services including TV streaming, music, gaming, app marketplaces, and bundled subscription offerings.
Key Qualifications:
- 10+ years experience managing large cross-functional teams with a strong understanding of technical design, back-end architecture, and data pipelines.
- Deep understanding of Growth Marketing initiatives and consumer lifecycles.
- Experience working with privacy or legal aspects of consumer-facing applications, products, and services.
- Expertise leading projects that involve data and/or ML integration into automated marketing messaging or consumer-facing applications.
- Working knowledge of propensity models, A/B testing, Bayesian statistics, personalization, and reinforcement learning.
- Technical expertise in building and deploying Retrieval Augmented Generation (RAG) systems using Large Language Models (LLMs).
- Experience with vector databases (e.g., Chroma DB, Pinecone) and hands-on experience implementing embedding models for efficient document/knowledge retrieval.
- Strong applied experience in project definition, requirements documentation, scope coordination, and solution development.
- Solid project management skills and ability to drive release schedules across complex software projects.
- Excellent verbal and written communication skills with the ability to engage with all levels of management.
- Proven leadership ability to influence stakeholders and foster effective partnerships.
- Strong analytical thinking and problem-solving skills.
- B.A., M.S., or an advanced degree in a technical or related field such as Engineering, Computer Science, Electrical Engineering, or Project Management.
- Understanding of the fundamentals of iterative software development and Agile methodologies.
- Experience leveraging Agile techniques to maximize team and enterprise value.
- Appreciation for incremental delivery and the use of metrics to drive results.
- Familiarity with backlog tracking, burndown metrics, velocity, and task definition.
- Helpful (but not required): familiarity with PHP development and LAMP stack.
- Knowledge of business intelligence technologies, concepts, architectures, and methodologies is a plus.
- Understanding of supply chain concepts and processes is an advantage.
Responsibilities:
- Communicate: Deliver clear, timely, and objective communication, including regular program status updates and critical issue reporting to Growth Marketing Operations stakeholders.
- Coordinate: Lead discussions with Engineering, Growth Project Managers, and other Technical Program Managers to translate Growth Marketing use cases into detailed technical documentation required for Privacy and Legal reviews and for marketing platform users.
- Plan: Develop and manage project schedules for Data Signals and ML models, including defining dependencies, identifying critical paths, and systematically communicating status. Manage risks and mitigations, re-planning as necessary to drive alignment across teams.
- Execute: Drive timely approval and delivery of data signals and ML models, identifying privacy/legal dependencies, feasibility needs, and establishing milestone checkpoints.
- Problem Solve: Proactively identify and resolve issues, guiding Engineering teams through decisions impacted by compliance, privacy, safety, or security policies and best practices.
