I am looking for an experienced and strategic Census Expert to lead the technical and operational design of the Administrative Census 2025. This pivotal role will support government stakeholders and national data entities to ensure full census readiness, methodological soundness, and alignment with international standards such as the UN Principles and Recommendations for Population and Housing Censuses.
This is a unique opportunity to shape a nation-wide census using cutting-edge administrative data systems and global best practices.
Key Responsibilities:
- Develop and guide the methodology for the 2025 Administrative Census, including definitions, data sources, and coverage.
- Advise on data integration across administrative registers (e.g., population, housing, education, health).
- Collaborate with government data owners to assess and enhance data quality and completeness.
- Establish metadata standards, mapping rules, and update processes for key census data sets.
- Support planning and governance of the census project, including risk management and milestones.
- Ensure compliance with international statistical standards (e.g., UNSD, Eurostat, GCCStat).
- Contribute to the design of validation tools, dashboards, and readiness assessments.
- Facilitate capacity-building workshops with national stakeholders.
- Support communication and awareness strategies for the census initiative.
Qualifications:
- Master’s or PhD in Statistics, Demography, Economics, Public Policy, or a related field.
- Minimum 10 years’ experience in census projects, including at least one administrative-based census.
- Strong understanding of administrative registers, data integration, and population coverage methodologies.
- Familiarity with global standards (UN Recommendations, SDMX, statistical confidentiality, etc.).
- Deep knowledge of statistical governance and national data ecosystems.
- Strong stakeholder engagement and coordination skills.
- Fluent in English; Arabic is highly desirable.
Preferred Experience:
- Prior experience working with national statistics offices or international agencies such as UNSD, UNFPA, or GCCStat.
- Familiarity with the statistical and administrative landscape of Qatar or the GCC region.
