About the Role:

We are seeking an experienced Cyber Fraud Management Consultant to advise, design, and implement fraud management strategies across financial institutions in alignment with the SAMA Counter Fraud Framework. The ideal candidate will bring strong expertise in cyber fraud prevention, detection, and governance, coupled with deep knowledge of compliance requirements in the Kingdom of Saudi Arabia.

Key Responsibilities:

  • Lead the design and implementation of fraud risk management programs aligned with SAMA’s Counter Fraud Framework.
  • Assess existing fraud controls, governance structures, and reporting mechanisms; provide gap analysis and remediation strategies.
  • Develop fraud risk assessments, policies, procedures, and frameworks to strengthen enterprise-wide fraud resilience.
  • Advise senior management on fraud prevention technologies, monitoring systems, and response protocols.
  • Deliver fraud awareness training and capability-building initiatives across business units.
  • Support regulatory inspections, audits, and reporting to ensure compliance with SAMA and other applicable regulations.
  • Collaborate with cybersecurity, compliance, and risk teams to ensure fraud risk controls are embedded into digital banking platforms, payment systems, and customer touchpoints.
  • Monitor fraud trends, emerging threats, and technology advancements to continuously evolve fraud management practices.

Requirements:

  • Mandatory: Proven hands-on experience implementing or consulting on the SAMA Counter Fraud Framework.
  • Strong knowledge of fraud risk management, financial crime prevention, and cyber fraud detection techniques.
  • Experience in financial services, banking, or fintech within KSA or the wider GCC region.
  • Solid understanding of regulatory compliance, including AML, KYC, and cybersecurity frameworks.
  • Proficiency with fraud monitoring systems, analytics, and digital forensics tools.
  • Excellent stakeholder management, advisory, and communication skills.
  • Relevant certifications (e.g., CFE – Certified Fraud Examiner, CAMS, CISM, CISA) are highly desirable.
  • Bachelor’s or Master’s degree in Cybersecurity, Risk Management, Finance, or related field.
