Job Summary

We are seeking an experienced and proactive HR Manager to lead and manage all human resources functions for our Dubai operations. The ideal candidate will be responsible for driving HR strategy, managing employee relations, overseeing recruitment and talent development, ensuring compliance with UAE labor law, and supporting a positive, high-performance culture. Candidates must have prior experience working within an agency environment.#

Key Responsibilities

Lead the full HR function, including recruitment, onboarding, performance management, employee relations, learning and development, and offboarding.
Partner with senior leadership to develop and implement HR strategies aligned with business goals.
Manage end-to-end recruitment processes to attract top talent across agency functions.
Oversee onboarding and induction processes to ensure a smooth employee experience.
Support managers on performance reviews, talent development, succession planning, and employee engagement initiatives.
Act as a trusted advisor on employee relations matters, policies, and workplace issues.
Ensure compliance with UAE labor law, company policies, and HR best practices.
Maintain and update HR policies, procedures, and employee handbook documentation.
Manage payroll coordination, benefits administration, leave records, and HR reporting.
Monitor headcount, organizational structure, and workforce planning needs.
Lead initiatives to strengthen company culture, retention, and employee wellbeing.
Oversee visa, medical insurance, and other employee administration processes where required.
Work closely with department heads to support the fast-paced and evolving needs of an agency business.

Requirements

Bachelor’s degree in Human Resources, Business Administration, or a related field.
Proven experience as an HR Manager, HR Business Partner, or similar senior HR role.
Must have previous HR experience within a media agency, advertising agency, creative agency, or similar agency environment.
Strong understanding of agency structures, talent challenges, and fast-paced operating environments.
Sound knowledge of UAE labor law, HR policies, and employee lifecycle management.
Experience in recruitment, performance management, employee relations, and HR operations.
Strong interpersonal and communication skills, with the ability to influence and build relationships at all levels.
High level of discretion, professionalism, and confidentiality.
Strong organizational skills and attention to detail.
Proficiency in Microsoft Office and HR systems.

Preferred Skills

HR certification such as CIPD is an advantage.
Experience working in the UAE or GCC region.
Strong stakeholder management and coaching capability.
Ability to thrive in a dynamic, deadline-driven agency environment.
Experience supporting diverse teams across creative, client service, media, strategy, or operations functions.
