About the role
We are recruiting a Senior Database and Analytics Developer to support a local authority with project delivery during a peak in workload.
We are specifically looking for someone with specialist knowledge of The Access Group’s Children’s Services Mosaic data models and experience using them for data and analytics development for reporting purposes. This expertise is not currently available within the team, so you will need sufficient experience to work confidently and independently.
You will lead the analysis, specification, development, testing, implementation and support of corporate data storage solutions and internal database developments. You will also implement, maintain and support business analytics and intelligence systems that help deliver effective council services.
Working arrangements
The role is predominantly remote, with little to no requirement for onsite attendance. Equipment will be provided for the duration of the contract. Due to server access requirements, the duties cannot be performed from outside the UK.
Key responsibilities
. Develop reporting and analytics solutions using Children’s Services Mosaic data models.
. Define and maintain data architecture, including metadata, integration, business intelligence and data warehouse architecture.
. Design and implement complex data flows connecting operational systems with analytics and BI systems.
. Analyse service requirements and develop data storage solutions and integrations using internal and third party data sources.
. Support BI development using sources including Microsoft SQL Server, Oracle Database and Microsoft Access.
. Manage, maintain and monitor SQL Server and Oracle databases and support corporate BI systems.
. Work with stakeholders to clarify requirements, recommend improvements and support their delivery.
. Investigate database, reporting and BI issues, assessing their operational impact and implementing solutions within agreed service levels.
. Provide technical documentation, training and support to users, helping improve data literacy and reduce data risks.
. Support project planning by estimating timescales for BI development activities.
. Mentor and coach Database and Analytics Development Officers, liaising with training providers to support their development.
. Contribute to policies, processes and standards for data storage and business intelligence.
Essential skills and experience
. Specialist experience with The Access Group’s Children’s Services Mosaic data models, specifically for reporting and analytics development.
. Ability to work independently, applying specialist knowledge with confidence.
. Substantial experience designing, developing and maintaining reports, including complex reports using BI tools.
. Substantial experience managing relational database systems, with strong knowledge of SQL Server and Oracle administration, maintenance and monitoring.
. Experience administering corporate BI systems and associated data storage solutions.
. Knowledge of data storage design, including data warehouses and data lakes.
. Strong understanding of relational theory and the manipulation and security of non relational data sources.
. Experience troubleshooting BI and reporting errors.
. Ability to translate business requirements into practical technical solutions and explain specialist information to colleagues with varying levels of technical knowledge.
. Experience producing clear technical documentation and providing training and support to users.
. Understanding of incident recording, service requests and problem escalation, with experience delivering solutions within service level agreements.
. Project management experience, knowledge of a recognised project management methodology and experience working within the software development lifecycle.
. Strong organisational skills and experience managing multiple projects or activities.
Desirable skills and qualifications
. PRINCE2 Foundation.
. Knowledge of Agile development methodologies.
. ITIL Foundation.
. Knowledge of the OSI seven layer model.
. Experience of staff management.
Additional requirements
You will be self motivated, communicate well and be willing to constructively challenge existing practices. Occasional evening or weekend work may be required to facilitate upgrades, updates and testing.
